Die Verbreitung und nachhaltige Nutzung von elektronischen Lehr-/Lernmaterialien wird durch fehlende Regelungen, v. a. durch die Ambivalenz zwischen offener und begrenzter Nutzung stark behindert. Das vorliegende Strategiepapier formuliert als offizielle Empfehlung des Forums Neue Medien in der Lehre Austria die Präferenz für den freien Austausch elektronischer Lehr-/Lernmaterialien, räumt aber gleichzeitig auch Möglichkeiten zur restriktiveren (etwa kommerziellen) Nutzung ein.
